I don’t have to prove anything. The book will contain all the evidence that the Government of Dubai tried to conceal.

The original report was issued in Arabic. The English translation was prepared by a translation company officially appointed by the Government of Dubai. The original Arabic text has been preserved.

Dubai Police disputed that Laura fell from the Burj Khalifa and said instead that she had fallen from her 14th floor apartment at the Jumeirah Lakes Towers. Dubai Police operate under the directives of the Ruler of Dubai and are a key part of the emirate’s security and legal apparatus, not the federal judiciary.

The force is overseen by the Ruler of Dubai, His Highness Sheikh Mohammed Bin Rashid Al Maktoum.

The Government of Dubai confirmed Laura’s death from the Burj Khalifa on 18 November 2014, and denied it six months later, on 18 May 2015, via Dubai Police, when the cover-up was exposed.

It is widely documented that most media outlets in Dubai and the UAE operate under government oversight or influence, and that reporting on sensitive matters — particularly deaths, crime, or reputational issues involving state interests — is tightly managed. In the decision to build Burj Khalifa it was reportedly based on the government’s decision to diversify from an oil-based economy to one that is service and tourism based. Tourism is one of the main industries and income producers in Dubai.

Laura’s death reflected poorly on the Burj Khalifa and the At the Top SKY observation decks on the 148th floor, considered to be a high profit segment of the three At the Top observation decks – the other two on levels 124 and 125, widely believed to bring in hundreds of millions of USD annually.

Here death was covered up because of reputation and greed as it could affect the income from these decks. It also questioned the safety of the At the Top SKY observation deck on the 148th floor.

Laura was staying in Room 309 Abidos Hotel Dubailand, not Jumeirah Lakes Towers. I stayed in Room 909 when I visited Dubai in 2015.

The Jumeirah Group, a luxury hotel chain known for properties like the Burj Al Arab, is a state-owned entity belonging to the Government of Dubai,  It operates as part of Dubai Holdings, a massive investment conglomerate owned by the Dubai government, which manages a portfolio of hotels and hospitality assets in the emirate.

Emaar Properties (or simply Emaar), founder Mohamed Alabbar, is an Emirati real estate development company located in the United Arab Emirates. The two largest shareholders are Dubai ruler Mohammed bin Rashid Al Maktoum and the UAE’s sovereign wealth fund Investment Corporation of Dubai. Emaar Properties own the Burj Khalifa.

Mohamed Alabbar and the Ruler of Dubai have a close working relationship.
